When registering a vehicle for the first time, especially after a change of ownership, you will be required to complete some forms and present them to the DMV. What Is Form MV-82 “Vehicle Registration/Title Application”?
Form MV-82, Vehicle Registration/Title Application, is a formal document used by New York residents to register a vehicle, get a title, renew a registration, and transfer plates, among other things. Generally, it applies to vehicles used for both personal and non-personal use and often requires a wide range of information (due to the wide coverage). Elements of Form MV-82
The New York Vehicle Registration Form contains the following key elements:
- Vehicle Information – This refers to the vehicle’s Hull Identification Number or Vehicle Identification Number (VIN), the make, model, color, year, type, etc.
- Owner Information – Includes the lessor and lessee’s names, business names, mailing addresses, driving license numbers, contact information, and ID numbers.
- Title Holder Information – This is the name of the individual, company, or organization that holds the vehicle’s title and its Electronic Title Number.
- Cost and Operation Information – This refers to the date of purchase of the vehicle, its purpose, and the number of miles.
- Vehicle Tax Details – This last element is optional depending on the state. It identifies the vehicle tax to be paid between the two parties depending on the model.
- Odometer Reading Certification – The certification identifies the vehicle’s odometer reading and the date of sale.
- Owner’s Signature – This authenticates the form.
Form MV-82 Vehicle Registration/Title Application consists of two pages containing gaps that an applicant must fill. These gaps are divided into the following parts:
In the first segment, the applicant enters their personal and contact information, including their name, gender, address, date of birth, telephone number, email address, driver’s license ID, etc. If there is a co-applicant, they must also supply the same information as the original registrant. The filer must then check the box that explains their reason for completing the form, e.g., title renewal, title registration, etc.
Under Vehicle Details, the applicant must supply information about the vehicle in question. This includes data such as:
- The vehicle body type
- Seat capacity
- Odometer reading
- Vehicle Identification Number (VIN)
If the applicant and the owner of the vehicle are not the same people, then the owner must complete this section. They must provide their name, gender, date of birth, address, contact information, and license number. Damage and Modifications Disclosure
The applicant must also mention whether the vehicle was seriously damaged or if they made modifications to it. If modifications were made, they must be described in the application.

The next section should only be completed if the vehicle in question is for non-personal use. If it is for non-personal use, the applicant must check the box that identifies the vehicle’s purpose and insurance requirements. If no box accurately describes the purpose, the applicant can define it themselves.
Lastly, the applicant must read the information provided in the certification segment. It describes the penalties applicable in the state for providing invalid or inaccurate information. How to Fill
When completing Form MV 82, you should only supply accurate details. For example, the VIN should match the one provided on the vehicle’s dashboard or door. This is because any errors could lead to the rejection of the form. Here is a filing guideline to help you:
Step 1: Supply the Vehicle Information
Start by supplying the vehicle information, including the VIN, color, make, model, year, type, etc. Complete the details as requested on the form.
Step 2: Identify the Owner
Next, under Owner Details, write down the names of the lessor and lessee as well as their addresses, contact information, and ID or driver’s license number. Copy this information from official government-issued identification documents.
Step 3: Identify the Holder
If another person or organization holds the title (finance company, bank, etc.), indicate their name, business address, contact information, and Electronic Title Number.
Tip: When supplying an address, include the apartment or street name or number, the city name, state name, and zip code.
Step 4: State the Cost Details
Next, supply the operation information and cost details, including the purchase date, number of miles at the time of registration, and purpose of the vehicle. This section does not include financial details such as warranty, insurance costs, sale tax, and finance charges.
Step 5: Sign the Form
As the vehicle owner, affix your signature to the designated area along with your contact information and the signature date.
Step 6: Fill in Additional Details
In the next segment, provide the following information:
- Assignation of the title: This data captures the title assignment by the seller to the buyer and should identify the buyer by the name, as provided in the application.
- Odometer Reading Certification: This segment should mention and certify an accurate odometer reading – as provided on the title – and the date of sale.
Step 7: Supply the Details
Lastly, calculate the vehicle tax to be paid between the buyer and seller depending on the vehicle’s model (values lower than $15,000) and selling price (higher prices).
